When Fred* came to the Japan Association for Refugees (JAR) office with just a suitcase, the 27 rooms JAR has secured as shelter were fully occupied.

Fred fled his home country after being tortured for stating his political opinion and feeling a serious threat to his life. He found an opportunity to get to Japan, which issued a short-term visa faster than any other country he applied for. But once he got here, Fred had to live in the streets in a country where he knew no one and didn't speak the local language.

He took naps in the JAR office during the day and spent nights at parks. This continued for two weeks until he was able to enter a shelter. During the massive typhoons, he spent nights at an Internet café that JAR arranged for.

Now that Fred has a warm and safe place to rest, he can start applying for asylum and concentrate on learning Japanese to survive in his new environment.

When he visited the JAR office recently, Fred said that coming to JAR made him happy but when he sees parks, he remembers those homeless nights and feels helpless. He then covered his face with his hands and wept.

Please help refugees survive their first harsh winter in Japan.

The number of refugees visiting the JAR has been surging since August. Roughly 30 clients a day — as many as 40 sometimes — come to JAR seeking help. Hundreds of asylum seekers who fled oppression and violence in their home countries will face their first winters in Japan alone and with almost nothing. Many are from Africa and have no experience with harsh winters. Without our help, they would have to sleep in the freezing cold outdoors even in the torrential rain as they wait an average of more than 40 days until they can obtain public assistance.

With your donation, JAR can continue to provide more shelter to avoid homelessness; and provide hot meals, warm futon and blankets for homeless refugees taking naps in our office during the day.
Please help as many refugees as possible survive the harsh winter.

Your Action Can Save Refugees: JPY3,000 will provide a day’s worth of food, transportation fee, and a roof over their heads. JPY10,000 let a refugee not covered by health insurance receive one health treatment. JPY30,000 will pay for one month’s living expenses of a refugee family staying in a shelter.
